The state of California has created and prescribed a tiered system of water usage based on historical use, enforcing it with fines as expensive as $10,000 per day. Fortunately, this has helped urge the residents to make a change. Water usage has been reduced 27%.

“Starting in June, communities were given prescribed water reductions of up to 36 percent, with a tiered system based on their historic water use. The state is using potential fines of $500 a day for noncompliance as well as cease and desist orders with possible $10,000-a-day penalties to enforce the rationing program.”
